Publicly accept responsibility for the 1917 Balfour Declaration
Britain gave support for what became Israel , without deliverance of protection for the indigenous people

UK Governments have made statements on the Balfour Declaration, for example 100 years after it was made:

We are therefore unclear what you mean by "publicly accept responsibility".
You could start a new petition setting out clearly what action you would like the UK Government or Parliament to take.
