Allow transferable tax allowance from one person to a partner by self assessment
Using self assessment tax, allow someone to transfer their tax allowance to their partner even if they are higher rate tax payer. This is inequitable for families where one person works and is a higher rate tax payer compared to two lower rate tax payers earning the same joint amount.
Family A, both adults earn £30K. Each has £11,800 allowance and both pay £3640 in tax. Jointly they pay £7280 in tax.
Family B has one earning adult who earns £60K, the have same family income as combined family A This person has an £11,800 allowance and pays £6910 tax @ 20% & a further £5460 tax @ 40%. In total adult B pays £12370 tax.
Both families have the same income but family B pays £5090 more tax than family A.
Adult B is also penalised because he has to pay back any child benefit paid.
