Introduce licenses for Animal Rescue Centres

Petition Details

Rescue Centres and individuals do not currently need a local authority Pet Shop or Boarding Licence if they only receive donations. A lot are never inspected unless reported for horrific welfare conditions, many animals are suffering at the hands of unscrupulous people purely out to make money.
