Useable broadband speeds for all

Additional Information

The telecom companies, charge the same regardless of how slow or fast your broadband speed. But it's only a small minority who actually obtain a "useable" speed.
They offer "Up to" (The advertising jargon) 8 mg or more but most rural area's only get 1/2 or 1 at most on more occasions.
We need this to be FAIR
