Abolish Section 58 of the Highways Act 1980 as it is a 'get out' for all the Local Government departments to hide behind and avoid their responsibilities to the general public following accidents caused by the blatent failure of the said local authorities to maintain their highways regardless of cost! Furthermore it was disclosed in the media recently that councils have been hoarding funds meant for areas such as highway repair!!
