Developing an explicit system for hire process.

Petition Details

An explicit system based on point, A system reviews itself and fix itself.
This gives a chance for people to work harder pursuing their target.
The beneficiary is the country due to people will have high stander.
All interviews outcome should be listed online and available to the public.

Additional Information

Nowadays hiring becomes based on connection, this leads the nation and companies down. Managers never hire someone has more knowledge or feel this candidate might become a stone if he gets his chance.
The knowledge is the country asset, I have 13 degrees, and I am unemployed, I even worked with the US army.
Therefore an explicit hire system is needed to overcome knowledge bottleneck.
Anyone can drive the ship, but to operate a vessel with a maximum performance the knowledge is needed
