Fund non-vocational degrees for people over 60
The Government should fund unallocated university places for non-vocational degrees for free, or for substantially reduced fees, to citizens over 60 who can demonstrate that they would be capable of completing their courses at a satisfactory level of attainment.
To expand on the idea of the U3A approach and to formalise it into a higher level of attainment for those wishing to pursue academic recognition.
