Community labour for the unemployed
Based on the American "Welfare to Work Programme", but tweaked significantly, this ideal would see unemployed people being given benefit payments equivalent to those they would normally receive should they to be claiming regular benefits, in exchange, they will work a minimum of eight hours a week in their local area doing jobs which would be classed as "Community Service". This work could entail anything from street sweeping, graffiti removal to litter picking. The basic aim is to ensure the unemployed are earning the money they are paid, and not leeching off the system designed to help those most in need by doing nothing and being given benefits by the government to do so.
