Decrease the cost of insurance for new drivers
It is unfair that new drivers are expected to pay such a large sum of money especially during in a recession. The money spent on driving lessons and driving tests is being wasted as people cannot afford cars and therefore the insurance, ultimately puttin gthe lessons and tests to waste.
