Make cyclists take a Theory and Hazard Perception test for age 16 and over.
Cyclists have no idea about road safety, carelessly pulling out at junctions, cycling in the middle of the road, pulling aside the drivers side of the car at roundabouts.
They put themselves and others in danger.
