Make it a legal requirement to give pet hamsters suitably sized cages.
Most hamster owners are sold cages by pet shops that are too small, very much under the RSPCA's old 80x50cm recommended size, which has been removed from their literature despite the clear improvement in behaviour and wellbeing when hamsters are housed in cages of this size or larger.
