public chamber in house of commons

there shold be a seperate chamber of randamly chosen members of the public sitting permanantly in the house of commans.this chamber would consist of 30 to 50 members of the public chosen in the same maner as those chosen for jury service.length of time for each set of members would serve to be decided at some future date.this chamber would have the same right of speach and vote as any elected member of parliment.the members of this chamber would be paid at the same daily rate as members of parliment.
