Devolve the suburban rail services in London to Transport for London.
The suburban railways in and around London that are operated by private companies are in a bad state with delays, cancellations and general bad quality of service. TfL operated services are some of the most reliable services in the country and have seen significant improvements since TfL took over.
TfL's plans for devolution released back in 2016 but rejected by the DfT, seemingly for no reason at all: https://tfl.gov.uk/corporate/about-tfl/how-we-work/planning-for-the-future/developing-the-rail-network
Chris Grayling's letter to Boris Johnson detailing how he was putting politics over devolution of service in London: https://www.theguardian.com/uk-news/2016/dec/07/chris-grayling-accused-of-putting-politics-over-people-in-rail-letter-leak
