Bring in external regulation of the BBC as soon as possible

Additional Information

Other bodies have to be regulated externally. The BBC is out of date in being able to be judge and jury on itself. There is OFCOM or a totally new body could set up which costs less then both. The current system is out of date and and BBC needs to be able to be allow itself to regulated by outside bodies.
