Prohibit running the engine while sitting in a parked vehicle

Additional Information

When you see a driver sitting in a PARKED vehicle, more often than not the engine is running. This causes dangerous Air Pollution (eg carbon monoxide, sulphur dioxide, particulates etc) and greenhouse gases (eg carbon dioxide). The air pollution causes breathing difficulties and possibly extra cases of various cancers.
There used to be local by-laws against it in City of Westminster (an area of Central London) and it should be a national law.
This extra pollution is totally unnecessary.
