Stop speculation on commodities

Additional Information

Speculation has caused bubbles in prices of several commodities, not only oil, but rice, copper and many other basic staples. The huge rises in prices caused by speculators who have no intention of taking delivery of the goods upon which they bid could be halted by simply insisting that only those groups who have the facility to accept delivery of said goods should be permitted to bid in the markets.
