Debate whether the Parliament of the United Kingdom has a mandate to govern by consent, given its current refusal to honour the result of the 2016 United Kingdom European membership referendum.

Additional Information

Definition.
"Democracy. A system of government in which power is vested in the people, who rule either directly or through freely elected representatives".
For democracy to function there has to be a mandate from the people being governed and clear evidence that their views are respected in the decision making process.
Will Parliament consider the implications of disregarding the views of over 50% on the United Kingdom electorate.
