For Referenda : utilise the National Lottery infrastructure.
Put a barcode or QR code on every poll card, Lotto terminal scans your vote and prints a ticket for a special draw.... 1 voter in 10,000 will win £ 500. Prizes’ plus fees to Lottery cheaper than operating the Polling Stations and counting the poll?. Results and draw’ winniers published next day.
What savings ?
Current methods employ ( with overtime payments ?) huge numbers local council personnel and other volunteers to man the polling stations and to conduct the counting process at the local town halls. This process takes place across the country and probably costs many millions.
Assuming about 40 million eligible voters
1 in 10,000 = 4,000
4,000 x £ 500 = £ 2,000,000
Prizes incentivise high turn out, automated counting costs less

The Government e-Petitions Team gave the following reason:
We aren't sure what action you would like the UK Government or Parliament to take. The National Lottery infrastructure isn't designed to record or count votes.
You could start a new petition setting out calling for a review into electronic voting if that is something you would like to see happen.
