Exempt motorcycles from Ultra Low Emmission Zone charges
Motorcycles are low emmission machines because their engines are generally small compared to other vehicles. Also they take less room on the road, reducing congestion, and need less room when parked. Therefore people should be encouraged to travel by motorcycle.
