A second EU referendum must not include an option to remain in the EU.
The 2016 EU referendum resulted in a majority in favour of leaving the EU. The government stated that the result would be honoured and Parliament agreed by approving legislation to leave the EU. In order to honour the promise, any second referendum should not include an option to remain in the EU.
