NO 2nd referendum - could be invalidated by deliberately spoilt ballot papers.
A "People's Referendum" is an undemocratic exercise, regardless of which options might be chosen . Voters who believe in democracy could cross out the whole ballot paper, as more effective than merely abstaining from voting. (This could be dismissed as due to laziness or apathy.)
