Stronger sentences for abandoning dogs and cats in public places

There are far too many Dogs and Cats just Dumped on the Roads and other Public Spaces, it does NOT make sense when there are Rescue places who will take them, the ones who do this do NOT have any concern to what happens to them, seeing Dogs are man’s best friend it is Cruel and lacking Respect.

Additional Information

There has been many such cases like the car that was caught on CCTV throwing its bed out and the dog trying to say, You have Forgotten Me, dumped in sealed boxes, one dog tied to a post outside a Rescue place when they just could have taken it in, Animals are NOT a throwaway item and need more Protection.
