Fixed and subsidised power charges for over 70s on state pension

Britain should protect its most vulnerable.

Particularly in the cold and harsh winter nights, some of our pensions cannot afford to keep warm. There have been attempts to help by spreading out winter payments but the fact is: they still have to pay whether it is delayed, spread or not.

A recent survey indicated that as many as 427,000 house-holds in the over 70s group are financially vulnerable.

I propose a scheme with the following:
* Participants must be over 70 and have a minimum income.
* The payments are fixed for life.
* The payments are the same each month.
* Actual KWh does not have an impact.
