Modify the Backstop to have a unilateral right to leave the EU under WTO rules
The UK should only ratify the EU Withdrawal Agreement after it has been modified thus: As soon as the UK enters the Backstop, the UK will have a permanent, unilateral right to leave the EU under WTO rules, subject to giving the EU a minimum of six months’ notice of its intention to do so.
Under the present EU Withdrawal Agreement the UK loses its sovereign right to leave the EU.

The proposed backstop in the Withdrawal Agreement would only come into force after the UK has left the EU.
