Lower the legal driving age to 16!
These days 16 year olds are more mature and sensible. If 16 year olds can legally ride a moped then why can they not drive a car. Surely they will go through a theory test and a driving examine and pass if suitable. I do not see an issue with this. In USA they drive at 16 and are responsible.
