Dog breeders must have a license before they breed dogs prone to health issues
For example the double curl in pug tails can result in spinal problems. If breeders required a license to breed certain breeds of dogs, they can be bred to correct some health problems, such as pugs having longer muzzles which will decrease the pressure on their breathing.

The Government e-Petitions Team gave the following reason:
We understand you are concerned about ensuring dog breeders act responsibly, but we're not sure exactly what you'd like the Government or Parliament to do, in particular whether you would like to see additional licensing requirements.
Dog breeding regulations already require that anyone breeding three or more litters and selling at least one puppy in a 12 month period will require a dog breeding licence.
