Make paying the BBC license fee optional.
In 2019 there are many options to consume television be that news, entertainment and sport. Unless the BBC has the ability to bid for sport, like BT or Sky, or have the budgets for drama, like NetFlix or Amazon it will die and funding this should not be the job of the taxpayer.
The BBC has great traditions and examples of brilliant productions and long may this continue (Black Adder, Yes Mister, Yes Prime Minister).
The BBC is continuously criticised for being bias and the only way this will ever be corrected, by both sides, is by giving the viewer the ability to turn it off.
