In 2016 the UK voted to leave the EU but different parts of the UK did not (e.g., Scotland and Northern Ireland)

The withdrawal agreement only deals with the terms of exit, not the UK's future relationship with the EU. There is no certainty/clarity that leaving will make the UK better off.

Additional Information

In 2016, the UK voted to leave the EU but there was no certainty or clarity as to what the terms of the UK's departure or future trading relationship would be.

Nearly 3 years since that vote Parliament has been unable to find a way forward in a way that achieves consensus or provides the UK with certainty that it will be better off post Brexit.

The public should be given the change to determine whether the withdrawal agreement or remaining in the EU is its preferred option.
