My friend called me twice and got a message saying that he had been charged $100. We had only talked for half an hour each time, so an hour in total. I feel that this is unacceptable and should not be allowed.

The Government e-Petitions Team gave the following reason:

We understand that you are unhappy with the amount of money your friend was charged for two phone calls, however the UK Government or Parliament is not responsible for the cost of international calls. This is the responsibility of phone operators.

You could start a new petition calling on the UK Government to pass a law to require phone companies to set out international charges at the start of a call if that is something you would like to see happen.
