Update spatial housing plans to use the latest 2016 ONS figures as the baseline
Basing Spatial Frameworks across the country on out of date 2014 ONS figures for housing targets vs new 2016 figures is forcing councils to build on green belt. These "non-mandated" targets need flexibility to account for constraints (eg green belt) such that lower housing numbers can be justified.
The background can be found in the recent Hansard following Andy Burnham’s comments when the second GMSF consultation was announced, the MEN reported “Andy Burnham has blamed ministers who he claims have forced him to earmark scores of green belt sites for development over the next 20 years, falling short of a key aspiration outlined in his campaign.”
