Change sure start grant to 1 claim per family instead of first child only

Petition Details

We had our first child and wasn’t eligible for sure start maternity grant as we was both working we will soon be having a second child, we was told we are not eligible for the grant as we already have a child under 16 but we have never claimed it before

Additional Information

I want to change it so that families can claim it for 1 child no matter weather it’s there 1st or 4th child
