Winter Fuel Payment - Inflation and Taxation

Additional Information

Winter Fuel Payments should be linked to the retail prices of Gas and Electricity; and the payments should be subject to income tax so that those most in need (and below the tax threshhold) would receive it in full, and the net payment to those paying tax would be progressively less dependent on income levels.
