Change Immigration Laws To Include Character And Employment References

I would like the government to use real consideration, personal judgement and character and employment references when deciding if someone should be allowed to stay in the country, not protocol and a handbook.
We shouldn't be judged on whether or not we are wanting to stay in the united kingdom, but why we want to.
My fiance and I cannot be together for at least another two years, after two years of waiting already, because he would like to stay in the united kingdom to be in a relationship with me.
We both have had very hard lives of abuse and hopelessness.
It is unfair to limit the access to our beautiful country to those that can say the correct things in an immiration office.
The reason he cannot stay here for two years, is that I only turn 18 then, but my childhood ended long ago, and I am ready to begin a new life with him, and to be happy. If only we could.
