Use Military Service instead of Prison for offenders younger than Twenty-One.
With problematic offences "such as knife crime" introduce legislation that will make Young Offenders (less than 21 years of age) have to serve their sentence in the Armed Forces.
Sentences will be consistent with "Enlistment Times" for the Armed Service.
The legislation if created could be "advertised" and act as a deterrent to problematic crimes such as "knife crime". The vast majority of potential offenders would most probably defer from carrying knives due to the risk of having to "work" both physically and emotionally as would be required when enlisted in the Armed Forces.
Those whom ended up serving an Enlistment would effectively 1. Save tax payers money 2. Self develop 3. Not re-offend.
