review fathers rights to make it law that PR are lost if parent is absent

Petition Details

after a violent & abusive relationship the violent parent still has legal rights to the child regardless if they become absent after the relationship ends, however they can return at any time & claim visitation to the child, this should not be allowed & after 2yrs of absence their PR should be lost

Additional Information

this would help to protect the victim from further abuse and protect the child from being taken by a virtual stranger and abused by the perpetrator. it wold make it easier on the victim parent to move on and rebuild their lives without fear.
