Enclosed dog runs in parks.
I believe that these 'enclosed dog runs' would help resolve ongoing 'dog issues' IE: Dog fights, dog attacks. Dogs that would greatly benefit from these are 'rescue' dogs as these are the ones with most issues.
I, myself have a rescue dog and people very often do not understand their needs.
