Housing Associations - should be responsible for own housing stock

Additional Information

Housing Associations should pay for repairs/improvements to their own housing stock rather than adding all charges on to the service charge of rent payers (including the cost of cleaning out leaf mulch from guttering!). This would save council tax payers thousands of pounds per year.
