The F.A. to look into and punish clubs for breaching Football rules
The F.A. must look into and punish Football teams such as Manchester City by deducting them points if they are found guilty of breaching F.A. and Uefa rules.
Teams such as Birmingham City have been punished for breaching football rules.
Bigger and richer clubs should not be able to get away with it
