The Government e-Petitions Team gave the following reason:

We can't accept your petition because we aren't sure what you mean by "age of full criminal responsibility". The current age of criminal responsibility is 10 but children can't be tried in an adult court until 18 except in very rare circumstances.

You could start a new petition calling for the voting age to be lowered to 10 if that is something you want to see happen.
