A second Brexit referendum should be open to all non-resident British citizens.
The Conservative party promised to abolish disenfranchisement in their election manifesto. They did not do so and as a result over 1 million British citizens who had been non resident for more than 15 years were excluded from the first referendum - they had no say in a decision that affects them.
