Exempt brexit voters from VAT if brexit isn't delivered since VAT funds the EU.
UK pays 1/5 of all the VAT into the EU's budget & 17.4 million voted to leave. If parliament does not deliver an EU exit we are being governed without consent by the EU. All brexit voters should be issued with a card entitling them to annual full VAT refunds from HMRC on all purchases.

''The UK is behind a significant share of the VAT revenue flowing into the EU budget.
In each year from 2000 to 2014, the UK's contribution has accounted for between 15% and 21% of this revenue.''

The Government e-Petitions Team gave the following reason:
We can't accept your petition because under UK law how someone votes is private and no record is kept. It's therefore not possible to give someone rights based on how they voted in an election or referendum.
