Scrap HS1/2
This is a vanity project and money should be For a long time my view was that HS2 was only bringing the country up to scratch when compared with its continental competitors.
Now we need to rebalance economy north south by investment in existing northern transport infrastructure
As you've probably seen, the New Economics Foundation has just come out against HS2, claiming that the benefits overwhelmingly accrue to London and preferring instead major investment on the existing network and away from the South East (https://neweconomics.org/2019/03/hs2-will-serve-wealthier-passengers-and-deliver-more-benefits-to-london-than-the-north).
