End excessive bank charges and interest rates for individuals by all financial institutions

I would like to see an end to excessive interest rates and charges made by banks and financial institutions to individuals, many of which are in no position to meet such rates.
It has recently been reported that a number of high street banks charge excessive rates for minimal borrowings, along with short term payday loans which are increasing in popularity of late
I consider the taxpayer funded bail out of banks to be sufficient payment without excessive charges imposed on hard working individuals who can least afford this.
