Do not implement the EU Copyright Directive in UK law
The EU Copyright Directive intends to ruin the internet by banning unlicensed hyperlinks and forcing websites such as Facebook and YouTube to censor user-generated content for copyrighted material, whether or not that material is technically allowed under fair use.
