Make the use of Winter Tyres a legality just like they do in Europe

Additional Information

In Scandinavian and Germany it is a legality for all cars to be fitted with winter tyres during the winter months.

I know you may argue that we don't get much snow. Winter tyres work better in temperatures lower than 7c and are more 'sticky' that summer tyres which become hard and offer less grip.
