The Cooper Bill must be thrown out by parliament as it is Illegal
Under Erskine Mays law a motion or amendment “which is the same, in substance” as something already voted on should not be brought forward again in a session of Parliament. Cooper's bill has been before parliament twice in the same session and is therefore illegal. It should be thrown out.
