Capturing living-fingerprints at EVERY-STAGE of planning-applications, highway-maintenance... within local-authorities affords named-individuals lest something goes-wrong [no snow-clearance side-walks & minor-roads].
Town-hall central-server may easily 'distribute' electronic-documents encrypted-with fingerprint 'key'.
Off-the-shelf hardware-&-software means town-halls are virtually-open 24x7x365/6
