Why should absent fathers who pay no maintenance have parental responsibility?
My 2 childrens father left the family home 5 years ago, he pays no maintenance and has had no contact with the children, I want to change their surname to mine (they currently have his), their choice, but the law states though that I have to have his permission as he has 'parental responsibility' as his name is on the birth certificates. How is this fair? My only option is to go to court of which will cost thousands. This should be overruled when there is an absent father whos has no interest in his offspring.
