Make the BBC a pay per view service and abolish the tv license
Gone are the days that you had to stick to the terrestrial channels. With streaming services and access to online content the license system is now archaic. We do not need to be held ransom by the BBC every year to pay for their programs. Anyone that would like to watch it can pay per view.
