Suitable vehicle tyres for winter conditions.

Additional Information

I propose that it should be an offence to drive a car or other vehichle on snow without the correct tyres fitted to deal with the adverse conditions. There should be no requiremnet to fit winter tyres by law but any vehicles not suitably equipped should not be permitted to travel in such conditions. If a vehicle unsuitable for the conditions is found on the highway it should be prevented from continuing its journey until conditions improve.
